In house seo needs lot of research work. On daily basis we have to go through lot of forums and SEO blogs to keep ourself update. In house seo do far much better work than agencies
My previous co was London premiere hotel chain. There main site worked was outsourced to some Agency. Once i got chance to go through that report and i was shocked to c kind of crap work they were doing. All spamming None of link was from quality site and they have outsourced that work to very famous agency in London which i can't name here.
Also in my current co i found our outsourced ppc agency are submitting leads themselves. God save us from these big names. lol

You left out a crucial factor for inhouse SEO: they have direct, quick and painless contact with field experts, which agencies don't have.

Also, in competitive industries, what's done in one industry does matter a lot. You seem to have downplayed this somewhat, but different industries have different strategies and competition landscape. You can get no less ideas from the tactics that already worked to improve yours, making them more targeted to your audience, not just try another random tactic from another industry.

Lastly, staying afloat of the top of the industry (being the best in all the points you mentioned) can be done anywhere, be it an inhouse SEO, agency SEO or an affiliate marketer. For example, everyone should know the different strategies of link building. No one limits themselves to learning tactics to just one industry.

Freelance SEO's / Small Companies are often in the same bucket as in-housers when it comes to a big audience to bounce ideas off...

Nice post, sounds like Dave's SEO meetup was a success! Sorry I couldn't make it :-(
